Joey Garcia

Joey Garcia is an executive director, Chief Digital Asset and Legal officer of Xapo Bank, the BTC and blockchain native bank, which commenced its business in 2013 as one of the original BTC custodians.

Joey acted as the Xapo representative on the Libra/Diem Association and has engaged in multiple global initiatives since then. He was ranked by Chambers & Partners as one of the top 12 fintech lawyers in the world in the first and only Global ranking.

Joey is also a specialist consultant to the United Nations; he plays a crucial role in shaping the future of virtual assets, DeFi, and regulatory frameworks, especially in Southeast Asia.

He has also contributed to the UK Law Society on the Blockchain Legal and Regulatory Guidance publication.

Joey is also an active member of several influential think tanks, including the global Wharton Reg@Tech initiative in Philadelphia and the UK’s Parliamentary Roundtable on Blockchain Technologies.

He acts as an advisor to the Board of the British Blockchain Association in London and is an appointed University lecturer on the subject of DLT regulation for legal students.
